UNHCR was established in 1950 by the United Nations General Assembly with the authority to lead and coordinate the international intervention to protect refugees and find solutions to refugee problems.

Its main purpose is to protect the rights and welfare of refugees. At one point, she struggles with voluntary return home, local integration and placement in a third country to ensure that each individual can exercise their right to seek asylum and be safely sheltered in another country. It is also within the jurisdiction of UNHCR to assist stateless persons.
